Why I Hate DC files an FOIA to dig up documents to try to learn about what happened to Alice Swanson Ghost Bike. The documents cost $65, a punitive document fee. The intent, presumably, is to reimburse the government for part of the cost, but the impact is to potentially discourage bloggers from playing a watchdog role.
